Working to Make a Visible Difference in Newport News

Our months of planning paid off last week with an all-day forum that brought EPA together with a host of other government agencies and partners to address the revitalization needs of Newport News, Virginia.

Newport News is one of five communities in EPA's Mid-Atlantic region receiving assistance under the Agency's “Making a Visible Difference in Communities” (MVD) effort.

A room full of about 80 people engaged in finding solutions to the most pressing problems facing the city's most overburdened neighborhoods – from air and toxics pollution to equitable development.

A series of panels offered best practice examples and resources, and a networking session gave members of the community a chance to meet one-on-one with federal, state and city agency representatives.

There was good energy throughout the day with practical and positive discussions on the opportunities and challenges, and on the need for the process to be inclusive and the community to be involved.

As EPA's MVD coordinator in Newport News, I had the pleasure of working with the city, the Southeast CARE Coalition and our other partners to plan the forum.  I know we're all glad that the weekly conference calls, regular emails, and last-minute agenda changes are behind us.

Now the real work begins.

The information we gathered will help our agencies and organizations build on the progress already being made in Newport News.  We assured the community that we weren't just dropping in and leaving.  We'll continue to fit in where it makes sense to help the city as a whole address its revitalization priorities.  For example, EPA is helping to bring green infrastructure to a city schoolyard to serve as a model for reducing stormwater pollution and preventing flooding.

At the forum, EPA Regional Administrator Shawn Garvin called for a coordinated response to the environmental and public health issues identified by the community.

Based on the turnout and the dialogue, we have momentum behind that charge.

Recently the Agency released guidelines and a technical paper to help risk assessors and others better incorporate an understanding of the many benefits people receive from ecosystems, referred to as “ecosystem services,” when conducting ecological assessments.

An ecological risk assessment begins with the identification of those critters that are most likely to be affected by a particular risk, such as populations of benthic invertebrates, and various bird, fish, and other animal or plant species. This sort of information is key for ecologists to understand the effects of pollution or environmental management strategies, and serve like barometers to assess and predict risks.

This is where the role of ecosystem services can play an important part in understanding the significance of an ecological risk assessment.  Ecosystem services are the benefits that people get from nature, and include a wealth of things such as timber resources from forests, outdoor recreation, pollination, coastal protection from storm surges, clean drinking water, and even the absorption of atmospheric carbon by forests and other natural areas. Ecosystem services describe the ways ecosystems benefit our society.

By examining and reporting on risks posed to such services, ecological risk assessments can clearly make the link between the health of those bugs in the river mud and safe recreation or the health of a fishery and a community'' well-being.

Decisions, Decisions

This summer, my husband and I are remodeling our bathrooms and kitchen and it's involved a lot of choices. Toilets, for instance.

I just wanted new toilets to go with my two new bathrooms; little did I know I needed to make several decisions.  Do I want chair height or lower which is better for small children?  Do I want a rounded or elongated seat?  Do I want a regular flushing system or one of the newer engineered varieties such as the push 1 or push 2?

One decision was simple.  Since I work for EPA, I'm familiar with the benefits of buying a high-efficiency WaterSense product, and it helped me work my way through toilet row at our big home improvement store.

One of the things I've learned is that toilets account for nearly 30 percent of an average home's indoor water consumption and that older, inefficient, toilets use as much as 6 gallons per flush which can be a major source of wasted water in many homes. WaterSense-labeled models can reduce water used for toilets by 20 to 60 percent – saving nearly 13,000 gallons of water and $110 every year.

After I selected my WaterSense toilets, my husband had the fun job of getting two of these new-fangled toilets onto the cart and wheeled to the checkout cashier.  We were very lucky that the ones I picked happened to be stored on the floor and not an upper shelf.  The last time we bought toilets (15 years ago when we bought the house), each toilet came in two boxes: one for the tank and one for the seat part.  Unfortunately for my husband's back, toilets now come already assembled in one very heavy, very large box.

If someone had thought to videotape our attempts at getting those boxes into what I used to think of as our “mid-sized” car, we'd win a prize on Funniest Home Videos.  He actually did a “Rocky” pose when the second one fit into the back seat.  After installing and using the WaterSense toilets, they work just the same as our old ones, just a lot faster and with a lot less water.

Our next trip: a new energy efficient refrigerator with water and crushed ice available on the outside – at least that can be delivered.

Small Business Innovation Research on the Road

Working on EPA's Small Business Innovation Research (SBIR) program, I feel like I am part of something that is quintessentially American. Americans are known for using their ingenuity to solve important problems and for developing innovative technologies to do so. Whether in agriculture, industry, defense, space, or the environment, Americans have created small businesses to put such technologies into practice.

But starting a successful technology company is challenging. The SBIR program is a great resource for innovators. It gives them funds-with no strings attached-to move their technologies through the early stages of development and into commercialization.

I recently participated in an SBIR bus tour with representatives from the ten other federal agencies that have SBIR programs. We went across the Mid-West to get the word out about SBIR.  I felt like I was doing something else that is part of American lore-prospecting.  Yes, mining for golden nuggets of inventiveness and diamond gems of business acumen. Last year's Road Tour was a success-I connected with people who ended up proposing projects to our program. So this year I again went to spread the word about SBIR to states from which we have not had many SBIR proposals.

In Grand Forks, ND, Sioux Falls, SD, Ames, IA, St. Louis, MO, and Indianapolis, IN, I got a chance to present EPA's SBIR program and talk one-on-one with people about their technologies.  I told them we want high-risk, high-reward projects that can “disrupt” the marketplace by providing better performing, safer, and less costly technologies than those that are currently being used. To make the risk manageable, however, we evaluate proposed projects equally on commercial and technical soundness. I told them that their success will be our success, since they will help us achieve our mission of protecting human health and the environment.

Since start-ups need all the support they can get, another thing I find inspiring on these trips is meeting the dedicated people in the state agencies, universities, entrepreneurial centers, and consulting firms who host these events and provide supportive services all year long to the innovators in their area.

It was great hearing entrepreneurs describe their ideas and so rewarding to help them see new opportunities-like the person I approached on one of the tour stops. He got up in the larger group to describe a material with remarkable properties he developed for defense purposes. I showed him that we have an environmental topic in our 2016 solicitation that would be a great fit for his technology.  One more nugget for our program!

The timing of this tour was brilliant, because our annual Phase I solicitation just opened and will remain open until Oct. 20, 2016. To propose a project, go to the EPA SBIR page.

Stakeholder Engagement: Shaping Environmental Justice Near Ports

Communities across the country benefit from access to consumer goods, but near-port communities bear a disproportionate burden from the environmental impacts of port activities. It has been well documented that ports and related industry operations frequently impact minority and low-income communities. Near-port communities may experience disproportionate health outcomes due to cumulative environmental exposures from port operations and port-related facilities. Air pollutants are found in higher concentrations along roads and corridors where there is significant truck or rail activity (https://www3.epa.gov/otaq/nearroadway.htm).  Important corridors such as these are found within or near ports.  An analysis in one study showed that millions of people living in the vicinity of 47 ports were exposed to diesel particulate matter levels that were above levels in areas farther from these facilities.

Equipping/empowering overburdened near-port communities to effectively engage with ports and participate in decision-making about environmental, health, and other community-driven concerns associated with port-related activities and corresponding freight transport is a critical component for effectively addressing environmental problems in these communities. We can do this by improving environmental performance at ports and equipping industry and community stakeholders with information, skills, and guidance to develop and implement collaborative solutions that reduce air pollutants and other environmental impacts.

And that's why we're excited to let you know about EPA's Office of Transportation and Air Quality's near-port community capacity building project and how you can get involved!  The project involves broad stakeholder outreach and participation that has resulted in the development of strategies, tools and information for near-port community and port engagement.   Pilot projects will test and refine the capacity building tools to help communities and ports to develop effective collaboration.

The centerpiece of the project is the Capacity Building Toolkit consisting of:

   Ports primer for communities: An interactive tool and reference document provides an overview of planning and operations at ports, and characterizes the port industry sector – including environmental and community health impacts associated with port activities. Case studies provide further exploration into challenges and approaches for resolution.



2. Community action roadmap:  An implementation companion for the Ports Primer that provides a step-by-step process for building capacity and preparing community stakeholders to engage nearby port facilities and influence decision-making on issues that may impact local land use, environmental health, quality of life, and other associated issues of community interest.


3. Environmental justice primer for ports: Designed to inform the port industry sector of the perspectives, priorities, and challenges often unique to communities with EJ concerns. In addition to orienting the port sector about EJ considerations, this resource is structured to provide step-by-step guidance to improve the effectiveness of port/community engagement in addressing concerns of impacted residential communities.
